ATM Clarifies Senior Officer Appointments Based On Comprehensive Evaluation

KUALA LUMPUR: Angkatan Tentera Malaysia (ATM) has stressed that all appointments involving senior officers within the organisation are conducted professionally based on merit and the strategic interests of the nation’s defence services.

According to ATM, the selection process for senior officers involves a comprehensive evaluation covering various aspects including leadership experience, integrity, competency, operational records and professional qualifications.

The statement was issued in response to views raised regarding the appointment of senior military officers through an article published earlier.

ATM said that for positions involving significant strategic responsibilities, the role of Subject Matter Experts (SME) is also considered an important factor in the evaluation process.

It added that experience in joint-service operations, international exposure and the ability to coordinate cooperation with multiple agencies are also taken into account when assessing an officer’s suitability.

“Evaluations are not made solely based on an officer’s original corps or branch, but rather on overall experience and capabilities,” the statement said.

ATM explained that the development of senior leadership within the national defence institution requires a combination of command experience, professional military training, strategic management exposure and assignments at various operational levels.

According to ATM, these combined factors serve as the main foundation in determining whether an officer is capable of carrying out strategic responsibilities.

At the same time, ATM expressed appreciation for the concerns and views voiced by veterans and other parties regarding developments within the country’s defence institution.

However, the military stressed that certain strategic considerations and operational requirements cannot be disclosed publicly due to organisational sensitivities and national security concerns.

ATM also emphasised that all appointment decisions are made through structured and carefully managed internal processes in accordance with legal procedures.

It added that institutional interests, continuity of command and confidence in the capability and credibility of officers are among the key considerations involved in the process.

Ministry of Defence Malaysia together with Angkatan Tentera Malaysia reaffirmed their commitment to ensuring that all senior officer appointments continue to be carried out transparently, professionally and based on merit in order to strengthen the nation’s defence institution.
