
Unclear Social Visit Pass Policy Risks Marginalising Legitimate Malaysian Families, NGO Warns
KUALA LUMPUR, Feb 8 — Civil society group Family Frontiers has warned that vague messaging surrounding the government’s crackdown on Social Visit Pass abuse could unintentionally marginalise thousands of Malaysian families with foreign spouses.
While welcoming efforts to curb illegal employment and business activities by foreigners, the group said a lack of clarity over visa categories risks blurring the line between lawbreakers and legally residing family members.
Family Frontiers stressed that the Social Visit Pass is an umbrella term covering multiple permits, including the Long Term Social Visit Pass (LTSVP) granted to spouses of Malaysian citizens.
“When distinctions are not made clear, legitimate families risk being caught in the same narrative as offenders, which is both misleading and harmful,” the organisation said.
In 2025 alone, more than 141,000 Social Visit Passes were issued to non-citizen spouses, many of whom have settled permanently in Malaysia to raise Malaysian children and contribute to family stability.
The group highlighted that despite their long-term residence and qualifications, many foreign spouses remain restricted from formal employment, placing financial pressure on households.
It cautioned that broad references to “Social Visit Pass abusers” could deepen public prejudice and deter employers from hiring spouses who are legally permitted to work.
Family Frontiers urged authorities to clearly define enforcement targets, include civil society representatives in the task force, and proactively educate employers on lawful hiring practices.
“Ambiguity in policy communication can create unofficial barriers that undermine families’ ability to earn a living and remain integrated into Malaysian society,” it said.
As a longer-term reform, the organisation called for a review of employment restrictions on spouse-based LTSVPs, describing it as a necessary step toward a fairer and more coherent immigration system.
Family Frontiers reiterated its willingness to work with the government to ensure immigration enforcement remains firm against abuse while safeguarding the rights of genuine Malaysian families.
