MAIWP Launches New Strategic Plan To Strengthen Ummah Development Until 2030

KUALA LUMPUR: Majlis Agama Islam Wilayah Persekutuan (MAIWP) has introduced the MAIWP Strategic Plan 2026-2030 as part of efforts to strengthen zakat management, asnaf development and community services through a more systematic and high-impact approach.

Minister in the Prime Minister’s Department (Religious Affairs) Zulkifli Hasan said the plan was designed not merely as an administrative guideline, but also equipped with monitoring and evaluation mechanisms to ensure every planned strategy achieves its intended objectives.

According to him, the strategic plan contains three main thrusts, four strategic drivers, 34 implementation strategies, 75 initiatives and 128 performance indicators that will guide MAIWP’s direction until 2030.

“We want to ensure that every programme implemented truly benefits the people and is monitored regularly so improvements can be carried out whenever necessary,” he said after attending the MAIWP Excellent Service Award 2025 and 25-Year Service Award ceremony here today.

He said the new approach also emphasises sustainability so that assistance programmes and services can adapt to current economic challenges and the changing needs of asnaf groups.

He added that MAIWP aims to ensure zakat assistance is delivered according to the actual needs of recipients rather than focusing solely on distribution targets.

As part of efforts to improve the effectiveness of assistance delivery, MAIWP is also prepared to expand the use of technology, including artificial intelligence (AI), to improve recipient profiling and strengthen programme impact evaluation systems.

“We will continue monitoring based on data and effectiveness assessments. If weaknesses are identified, improvements will be made, and if programmes produce positive results, we will strengthen them further,” he said.

According to him, the strategic plan also reflects MAIWP’s commitment to strengthening governance, integrity and transparency in the management of religious institutions and service delivery to the Muslim community in the Federal Territories.

Throughout 2025, zakat collection through Pusat Pungutan Zakat MAIWP reached RM1.205 billion, while zakat distribution to asnaf groups totalled RM1.22 billion through 38 zakat assistance schemes.

The ceremony also recognised 370 MAIWP employees, including recipients of Excellent Service Awards, appreciation certificates and 25-Year Service Awards for their dedication and contributions to the institution.

The implementation of the new strategic plan is expected to help MAIWP enhance the effectiveness of ummah development programmes in line with evolving challenges and changing community needs.
