3,000 Negeri Sembilan Civil Servants Eligible for Work-from-Home Scheme Starting April 15

SEREMBAN, April 8 — Approximately 3,000 civil servants in Negeri Sembilan, representing about half of the state’s public workforce, are set to participate in a work-from-home (WFH) arrangement beginning April 15.

Menteri Besar Aminuddin Harun said the decision was approved by the State Executive Council and aligns with federal-level announcements and guidelines issued by the Jabatan Perkhidmatan Awam Malaysia (JPA).

Under the arrangement, WFH will be implemented on Tuesdays, Wednesdays and Thursdays, while physical attendance at the workplace remains mandatory on Mondays and Fridays.

Eligible employees will be allowed to choose any two days from the three designated days to work remotely each week, depending on operational requirements and departmental approval.

Aminuddin noted that eligibility criteria include commuting distance, with priority given to officers whose one-way travel to the office exceeds eight kilometres.

The initiative will cover all departments and agencies under the state administration, spanning both management and operational sectors.

For administrative functions such as finance, human resources and general administration, WFH arrangements will be subject to approval by department heads to ensure continuity of operations.

Meanwhile, operational roles involving technical personnel — including engineers, assistant engineers, local administrators and enforcement officers — will adopt a rotational system.

This approach is intended to ensure that at least 50 per cent of staff remain present at the office or in the field each day to maintain service delivery standards.

However, critical sectors such as security, defence, healthcare and education will be excluded from the WFH policy due to the nature of their responsibilities.

Aminuddin assured that the implementation of WFH will not compromise public service delivery, but rather aims to enhance efficiency and promote better work-life balance among civil servants.

He added that the state government will continuously monitor the effectiveness of the policy and reserves the right to revise or withdraw it if it is found to negatively impact administrative performance.

The move reflects a broader effort to modernise public sector work practices in line with evolving workplace dynamics and the need for greater flexibility.
