
Public Interest Questioned: Lim Guan Eng Seeks Government Clarification on MACC Chief’s Shareholding
KUALA LUMPUR — Bagan MP Lim Guan Eng has urged the government to publicly clarify whether Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Tan Sri Azam Baki has breached civil service regulations in relation to his shareholding in a financial company.
The call comes amid reports that Azam is considering legal action against media outlets that questioned his acquisition and ownership of 17.7 million shares — equivalent to a 1.7 per cent stake — in Velocity Capital Partner Berhad, allegedly valued at more than RM100,000.
Azam has described the reports as “malicious, misleading and defamatory,” asserting his legal right to pursue private remedies regarding the matter.
Compliance With Civil Service Rules
Lim stressed that the key issue is whether the shareholding contravenes the 2024 Public Officers’ Conduct and Disciplinary Management Circular.
Under the circular, civil servants are prohibited from holding shares exceeding five per cent of a company’s paid-up capital or valued above RM100,000 at current market value.
He said the Public Services Department must provide a clear and official position on whether the regulations have been breached.
“If no breach has occurred, the Chief Commissioner is entitled to defend his private rights. However, if the circular has been violated, the government must explain what disciplinary action has been taken and whether a special inquiry is warranted,” Lim stated.
Institutional Integrity at Stake
Lim added that the matter extends beyond personal legal rights and touches on broader questions of institutional integrity.
As head of the nation’s primary anti-corruption agency, the MACC Chief Commissioner holds a position that demands the highest standards of accountability and transparency.
Any perception of conflict of interest, he argued, risks undermining public confidence in the commission’s independence.
The issue is expected to remain under scrutiny as it involves regulatory compliance, governance standards and public trust in key enforcement institutions.
