
Malaysia Steps Up Anti-Litter Enforcement with Nearly 3,000 Notices Issued
KUALA LUMPUR, April 16 – Malaysia has significantly intensified its enforcement against littering, with nearly 3,000 notices issued nationwide since the beginning of the year as authorities push for stronger public discipline.
Chief executive officer of Solid Waste and Public Cleansing Management Corporation, Khalid Mohamed said a total of 2,974 offences have been recorded since January 1.
Most cases involved local citizens, although a notable number also involved foreign nationals, highlighting that littering remains a widespread issue across different groups.
Legal Enforcement as a Deterrent
The crackdown is carried out under the amended Solid Waste and Public Cleansing Management Act 2007 (Act 672), which allows for fines of up to RM2,000 or mandatory community service orders of up to 12 hours.
Authorities have begun implementing these penalties more actively to reinforce compliance.
Community Service as Behavioural Correction
Offenders are required to carry out cleaning duties in public spaces, including roads, walkways and drainage systems.
This approach is intended not only to punish but also to instil a sense of responsibility and awareness.
Young Adults Among Key Offenders
Data indicates that individuals aged 30 to 39 account for the largest share of offences, making them a key focus group for enforcement and awareness efforts.
Cases involving minors have also been recorded, with intervention measures planned in collaboration with welfare authorities.
Non-Discriminatory Enforcement Approach
SWCorp emphasised that enforcement applies to all segments of society, including students, civil servants, private employees and self-employed individuals.
Sharp Rise in Enforcement Activity
April has seen a sharp surge in enforcement operations, with arrest figures increasing significantly compared to the first quarter of the year.
This reflects a more aggressive stance by authorities in tackling littering.
Balancing Enforcement with Welfare Considerations
In certain cases, such as involving vulnerable individuals, enforcement is carried out with consideration for health and safety, including lighter duties and supervision.
Ongoing Awareness Campaigns
Alongside enforcement, SWCorp continues to intensify public education campaigns to encourage better habits and long-term behavioural change.
