Anwar Defends Bandar Malaysia Malay Reserve Decision as Strategic Move to Safeguard Bumiputera Interests

PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has defended the government’s decision to gazette 50 acres within the Bandar Malaysia development as Malay Reserve Land, describing the move as a strategic policy aimed at protecting Bumiputera interests while preserving the long-term value of one of Malaysia’s most significant urban development projects.

Speaking at the opening of the National Convention of the Syariah Legal Profession 2026, Anwar said the decision required considerable political courage because of the site’s exceptionally high commercial value and the need to balance national development objectives with constitutional and social considerations.

According to the Prime Minister, the designated land represents one of the country’s most valuable urban assets, making the government’s decision both economically and politically significant.

“The value of 50 acres in Bandar Malaysia is comparable to thousands of acres elsewhere. This is not a minor decision, and I recognise that it could become controversial if it is not properly explained.

“Safeguarding Bumiputera interests remains an important national responsibility, but achieving that objective also requires careful engagement with all communities and stakeholders,” he said.

Anwar emphasised that the initiative does not involve acquiring land from any ethnic community or private landowners because the entire site is already owned by the government.

He added that the administration has taken proactive steps to brief leaders from different communities about the rationale behind the proposal in order to minimise misunderstandings and promote broader public acceptance.

The Prime Minister said maintaining transparency throughout the implementation process is essential given the strategic importance of the Bandar Malaysia project to Malaysia’s future economic development.

He noted that the 480-acre Bandar Malaysia site was previously returned to government ownership after the original development encountered difficulties and allegations of irregularities under the previous administration.

Today, the project is jointly managed by Khazanah Nasional Berhad and Petroliam Nasional Berhad (Petronas), which are responsible for overseeing its redevelopment according to the government’s revised master plan.

Anwar said the government intends to ensure that Bandar Malaysia evolves into a world-class international business district while also incorporating meaningful opportunities that benefit the Bumiputera community.

Among the proposals currently under consideration are clustered residential developments located near community facilities such as mosques, integrated mixed-use developments consistent with the Malaysia MADANI framework and cultural tourism initiatives highlighting Malay heritage.

He stressed that these proposals are intended to complement, rather than undermine, the inclusive nature of the overall Bandar Malaysia development.

Estimated to generate a gross development value of approximately RM140 billion, Bandar Malaysia is expected to become one of the country’s largest integrated urban developments and a major contributor to future economic growth.

The Prime Minister reiterated that the government’s approach combines economic development with social responsibility, ensuring that strategic national assets continue serving the broader interests of the country while preserving opportunities for Bumiputera participation within Malaysia’s evolving urban economy.
