
Malaysian Pharmacists Society Calls for Holistic Strategy to Ensure Stable Medicine Supply
KUALA LUMPUR: The Malaysian Pharmacists Society has urged the adoption of a more holistic strategy, including buffer stock development and stronger domestic production, to ensure a stable medicine supply amid global uncertainties.
Its president, Amrahi Buang, said the move to mandate early reporting of potential shortages is a positive step, but must be reinforced with additional measures to strengthen healthcare system resilience.
Lessons from Past Crises
He noted that the Covid-19 pandemic, which saw shortages of basic medicines like paracetamol, highlighted the importance of preparedness in managing supply disruptions.
Malaysia, he said, should not rely solely on global supply chains without strong domestic safeguards.
Managing Import Dependence
Amrahi pointed out that about 70 per cent of the country’s medicine supply is imported, exposing Malaysia to risks such as logistical disruptions and geopolitical factors.
He recommended building buffer stocks for critical medicines and regularly reviewing the national essential medicines list.
Strengthening Local Production
He also emphasised the need to enhance domestic pharmaceutical manufacturing through national industrial plans, including diversifying supply sources to countries like China and India.
This would help reduce reliance on external markets and boost local production capacity.
Balanced and Flexible Implementation
Meanwhile, deputy president of Pertubuhan Mesra Pengguna Malaysia, Azlin Othman, said the reporting requirement is vital for protecting patients but must be implemented in a balanced and flexible manner.
She suggested adopting efficient digital systems to streamline reporting and minimise administrative burdens.
Enhanced Monitoring and Enforcement
Azlin also proposed a centralised monitoring system, regular audits, and improved communication channels between industry players and healthcare facilities.
She stressed the importance of enforcing compliance through penalties, while rewarding proactive companies with incentives.
Sustainable Long-Term Approach
She concluded that combining buffer stock strategies with strong local production is the most effective long-term solution for maintaining a stable medicine supply.
The initiative aligns with Health Minister Dzulkefly Ahmad’s plan to enforce early reporting requirements from July 1 as part of a proactive risk management framework.
