Government strengthens ESSZone with advanced surveillance systems, new patrol vessels and enhanced maritime assets

KUALA LUMPUR: The government is accelerating efforts to reinforce security along Sabah’s east coast through a comprehensive upgrade of the Eastern Sabah Security Zone (ESSZone), involving the deployment of new patrol vessels, advanced surveillance technology and enhanced operational capabilities across multiple security agencies.

The initiative forms part of a broader strategy to strengthen border protection and improve Malaysia’s ability to detect, deter and respond to cross-border threats, particularly in vulnerable maritime areas facing risks such as illegal intrusions, smuggling, kidnapping and other transnational crimes.

Deputy Home Minister Datuk Seri Shamsul Anuar Nasarah said the security enhancement programme combines modern technology with upgraded operational assets to improve the effectiveness of enforcement agencies operating within the Eastern Sabah Security Command (ESSCOM).

He said one of the key developments is the deployment of the Big Eyes surveillance system on Ligitan Island in Tawau, which integrates long-range radar and high-powered optical cameras capable of providing early warning and continuous monitoring of high-risk maritime zones.

According to him, the enhanced surveillance infrastructure is designed to improve situational awareness and enable faster operational responses against potential security threats approaching Malaysia’s eastern maritime borders.

“The government continues to strengthen ESSZone through an integrated approach involving federal security agencies, strategic asset acquisitions and the modernisation of surveillance and operational capabilities,” he told the Dewan Rakyat while responding to a question from Datuk Andi Muhammad Suryady Bandy (BN–Kalabakan).

Beyond surveillance technology, the government is also implementing an extensive modernisation programme involving several units under the Royal Malaysia Police (PDRM), including the Marine Police Force, General Operations Force (GOF), Special Task Force, VAT 69 Commando, and the Special Actions Unit (UTK).

As part of the maritime capability upgrade, a new Police Transport Vessel (PTV) is being procured for deployment in Lahad Datu, while two existing patrol vessels stationed in Sandakan and Lahad Datu are currently undergoing major refurbishment works to extend their operational lifespan.

The government also plans to significantly expand its patrol fleet across Sabah by deploying 21 patrol boats to strengthen maritime enforcement coverage throughout the state’s east coast.

Among the new assets are two Fast Patrol Craft (FPC) currently under construction for Marine Police operations in Sandakan and Lahad Datu, alongside six Fast Patrol Vessels (FPV) that will be strategically positioned in key locations including Kota Kinabalu, Sandakan, Lahad Datu, Tawau and Semporna.

To further enhance rapid response capabilities, the government is procuring 10 specialised operational boats, comprising combat boats for both the Marine Police Force and GOF, in addition to tactical boats that will support security operations in Beluran, Kunak, Lahad Datu, Semporna and Tawau.

Operational mobility will also be strengthened through the acquisition of 65 outboard motors (OBMs) for Marine Police and GOF units operating throughout Sabah.

In addition, 12 high-performance 400-horsepower engines are being procured for combat boats operated by the VAT 69 Commando and UTK, enhancing the tactical capabilities of elite units stationed in Sandakan and Semporna.

The latest investments reflect the government’s continued commitment to reinforcing national security in eastern Sabah, where ESSCOM serves as the country’s primary defence against cross-border criminal activities and external security threats.

By combining advanced surveillance technology, expanded maritime assets and upgraded operational readiness, the government aims to strengthen border control, improve enforcement efficiency and ensure greater protection for communities, economic activities and strategic maritime routes along Sabah’s eastern coastline.
