Pakatan Harapan Pledges Long-Term Development Plan for Johor in ‘Johor Untuk Semua’ Manifesto

JOHOR BAHRU, July 3 — Pakatan Harapan (PH) has launched its manifesto for the Johor state election, promising a long-term development agenda aimed at transforming the state into a more inclusive, competitive and economically balanced region through its “Johor Untuk Semua” blueprint.

Unveiled at the New York Hotel in Johor Bahru, the manifesto outlines the coalition’s vision of strengthening Johor’s economy, expanding social protection and improving governance while ensuring development reaches communities across every district.

PH Johor election director Datuk Seri Amirudin Shari said the coalition intends to build on ongoing economic momentum while introducing a comprehensive state development strategy that complements initiatives undertaken by the Federal Government.

He said Johor possesses the potential to emerge as an economic powerhouse in its own right instead of functioning primarily as a supporting economy to neighbouring Singapore.

According to Amirudin, large-scale projects including the Johor-Singapore Special Economic Zone (JS-SEZ), the Rapid Transit System (RTS) Link and the revitalisation of Forest City have already created a solid platform for future economic expansion with support from the Federal Government led by Prime Minister Datuk Seri Anwar Ibrahim.

However, he said Johor requires its own integrated long-term planning framework to ensure development benefits every district and community throughout the state.

Amirudin said that if PH forms the next Johor government, the coalition will prepare a comprehensive development blueprint within three to six months, with the plan to be presented by the Menteri Besar.

He said the proposed strategy would emphasise balanced economic growth, equitable infrastructure development and broader distribution of investment opportunities across Johor rather than concentrating development in selected areas.

The manifesto is built around five strategic pillars focusing on sustainable employment, affordable housing, prosperity, social well-being and a government guided by integrity.

Through these priorities, PH said it aims to introduce programmes, incentives and assistance measures designed to strengthen Johor’s economy while retaining skilled workers and attracting new talent to the state.

Among the coalition’s key commitments is the creation of 250,000 high-income employment opportunities alongside a Johor healthcare scheme providing coverage of up to RM100,000 annually.

The manifesto also proposes RM8,000 in assistance for first-time homebuyers, support programmes for Johor children benefiting 50,000 young families, a RM1 billion financing allocation for small and medium enterprises (SMEs), a RM500 million Johor Youth Fund and policies to attract more high-value industries.

PKR vice-president Maszlee Malik described the manifesto as a practical implementation framework rather than a collection of election promises.

He said the document was intended to serve as a roadmap for Johor’s future development while reflecting the aspirations of people from different backgrounds and age groups across the state.

The manifesto launch was officiated by Amirudin and attended by several PH leaders, including Aminolhuda Hassan, Datuk Seri Dr Zaliha Mustafa and Teo Nie Ching.

The Johor state election will see 172 candidates contesting 56 state seats. Polling is scheduled for July 11, with early voting set for July 7.

Pakatan Harapan will contest all 56 state constituencies in the election.
