MKN Says Military Exercises Subject To Strict SOPs And Comprehensive Coordination

PETALING JAYA: Majlis Keselamatan Negara (MKN) has stressed that all military exercises conducted in Malaysia are subject to strict approval procedures and extensive coordination involving ministries, state governments and relevant agencies to safeguard public safety and local sensitivities.

In a statement issued today, Majlis Keselamatan Negara said every application for military training activities, whether within gazetted areas or otherwise, must undergo detailed assessments before approval is granted.

According to the agency, the process includes evaluation by the State Security Working Committee (JKKN), chaired by the Menteri Besar or Chief Minister together with relevant technical agencies.

MKN explained that applications for military exercises must be submitted well in advance to allow authorities sufficient time to review operational safety, environmental impact and concerns involving nearby communities.

“This process is necessary to ensure military exercises are carried out in an organised, controlled and responsible manner without causing unnecessary concern to local communities and stakeholders,” the statement said.

The issue gained public attention following concerns raised by Tengku Hassanal Ibrahim Alam Shah regarding the possible impact of military activities on the environment, including local ecosystems, flora and fauna in Pahang.

While supportive of efforts to strengthen military readiness and operational capabilities, the Tengku Mahkota emphasised that all exercises should be conducted responsibly and in harmony with environmental preservation.

Following the royal remarks, Angkatan Tentera Malaysia (ATM) reaffirmed its commitment to ensuring all military operations and exercises are implemented professionally and in accordance with established procedures.

MKN also stated that standard operating procedures (SOPs) related to military training activities would continue to be improved periodically to align with evolving security requirements and operational needs.

In addition, post-exercise assessments will be conducted to evaluate operational effectiveness, identify any impact on affected areas and ensure repair or restoration measures are carried out where necessary.

According to MKN, maintaining defence preparedness remains a critical element in protecting Malaysia’s sovereignty and strategic national interests.

At the same time, the agency stressed that defence requirements must be balanced with local concerns through continuous engagement and coordination involving all relevant stakeholders.

“All military exercises are conducted through close cooperation between ATM, state governments and relevant agencies to ensure activities are carried out safely, systematically and responsibly in line with national interests and public well-being,” the statement added.
