
IRB Restructures DCEO Portfolios to Enhance Institutional Integrity and Performance
PUTRAJAYA, Feb 1, 2026 — The Inland Revenue Board of Malaysia (IRB) has implemented a strategic restructuring of portfolios among its Deputy Chief Executive Officers (DCEOs) to strengthen institutional integrity and improve organisational performance.
In an official statement, the board said the reshuffle took effect immediately and is intended to ensure strong leadership continuity in line with evolving challenges in tax administration.
Under the new structure, DCEO (Compliance) Hisham Rusli has been reassigned to the Policy portfolio, while DCEO (Management) Khairul Halimin Abdul Halim now heads the Special Branch.
Meanwhile, Ahmad Khairuddin Abdullah, formerly in charge of the Special Branch, has taken over the Management portfolio, while DCEO (Taxation Operations) Shaharudy Othman has been appointed to lead Compliance.
According to the IRB, the restructuring promotes cross-functional knowledge sharing and strengthens internal leadership development.
“The initiative aims to ensure operational continuity, enhance management efficiency, and reinforce a culture of integrity,” the statement said.
The board added that the move forms part of its broader institutional reform agenda focused on transparency, accountability, and public trust.
Industry analysts noted that the changes are expected to support the IRB’s modernisation efforts, including digital taxation systems and improved taxpayer services.
With the new leadership structure in place, the IRB is seen as better positioned to address emerging challenges such as digital economy taxation, gig workers’ compliance, and cross-border transactions.
