Royal Institution a Pillar of Stability and Checks and Balances, Says Mohd Annuar
More than ceremonial, a key governance mechanism
KUALA LUMPUR: Malaysia’s royal institution plays a vital role as a pillar of national stability, extending far beyond ceremonial functions.
Former Bernama chairman Mohd Annuar Zaini said the institution acts as a crucial system of checks and balances, ensuring that government administration remains aligned with integrity and accountability.
He noted that this role is essential in safeguarding transparent and well-considered decision-making.
Royal audiences ensure policy scrutiny
Mohd Annuar explained that one of the key mechanisms reflecting this role is the regular audience sessions between government leaders and Istana Negara.
During these sessions, the Yang di-Pertuan Agong reviews Cabinet documents in detail and seeks clarifications before decisions are finalised.
This process allows the monarchy to provide advice, guidance and, when necessary, caution to ensure policies are thoroughly evaluated.
State-level practice reinforces role
He added that a similar practice is observed at the state level, where Sultans meet with Menteri Besar ahead of executive council meetings.
In some cases, decisions are revisited or delayed following these discussions, ensuring careful consideration before implementation.
This highlights the active governance role of the royal institution across different levels.
Stabilising force during political crises
Mohd Annuar pointed out that the significance of the royal institution becomes most evident during political crises.
He cited events such as the 2008 Perak political crisis, the transition after the 14th General Election, and the hung Parliament scenario following the 15th General Election in 2022.
In these situations, the monarchy has played a neutral and stabilising role in resolving deadlocks and facilitating government formation.
Final safeguard in governance system
He described the royal institution as the final safeguard within the national system of checks and balances, capable of maintaining stability during uncertain times.
Its presence, he said, provides assurance that governance will remain on track even amid challenges.
“The royal institution remains essential in preserving national stability,” he said.
