RPN 2026–2035 Sets New Direction for Education, Strengthens TVET as Primary Career Path

KUALA LUMPUR: Malaysia’s National Education Plan (RPN) 2026–2035 is expected to reshape the country’s education landscape by positioning Technical and Vocational Education and Training (TVET) as a core pathway for workforce development.

Senior Lecturer at the Faculty of Educational Sciences and Technology, Universiti Teknologi Malaysia, Dr Muhamad Afzamiman Aripin said the new plan marks a comprehensive effort to elevate the status of TVET within the national education system.

He explained that the RPN aims to move away from viewing TVET as an alternative option and instead recognise it as a professional and high-value career route.

“The Malaysia Learning Matrix introduced at Year Four and Form Three levels allows early identification of students’ strengths and interests,” he said.

Structured Career Pathways for Students

Muhamad Afzamiman said the new framework enables more systematic placement of students into vocational colleges, upper secondary vocational programmes and apprenticeships.

This approach ensures that education pathways are aligned with students’ abilities and long-term career prospects.

“It helps build confidence and reduces mismatches between students’ interests and their academic routes,” he said.

Preparing Students for Future Industries

He noted that the RPN prioritises skills relevant to emerging industries such as automation, artificial intelligence, smart manufacturing and digital services.

Under the new model, TVET students are trained not only in technical skills but also in critical thinking, creativity and innovation.

“Modern TVET focuses on producing adaptable and highly skilled professionals,” he added.

Implementation Challenges Remain

Despite its strong potential, Muhamad Afzamiman stressed that the success of the RPN depends on addressing infrastructure gaps, teacher shortages, workload pressures and mental health concerns.

Without adequate support, he warned, reforms may not achieve their intended impact.

Expanding TVET Participation

Under the Malaysia Education Blueprint 2013–2025, TVET enrolment rose from 4.6 per cent in 2013 to 11.14 per cent in 2024.

However, further efforts are required to reach the 20 per cent target by 2035.

The RPN is expected to drive expansion through curriculum upgrades, industry partnerships and improved access.

Building Global Competitiveness

The plan will be reinforced by the 2027 School Curriculum, which emphasises competencies, character development, national unity and global readiness.

To ensure long-term success, Malaysia must reshape public perception of TVET, strengthen institutional support and enhance graduate employability.

Launched by Prime Minister Anwar Ibrahim, the RPN 2026–2035 is widely regarded as a strategic roadmap for building a skilled and resilient future workforce.

Education experts believe the initiative will play a key role in strengthening Malaysia’s position in the global economy.
