
Government Introduces Advance Incentive Payments to Support Paddy Farmers Before Planting Season
RM200 Per Hectare Assistance for Peninsular Malaysia Farmers Begins May 19
PUTRAJAYA — The government will begin distributing advance payments under the Ploughing Incentive to Farmers scheme to help paddy farmers improve cash flow and prepare for the upcoming planting season.
In a statement issued today, the Ministry of Agriculture and Food Security said farmers in Peninsular Malaysia will receive RM200 per hectare in advance payments beginning May 19 through a phased implementation process subject to agency verification and scheduling.
According to the ministry, the assistance will involve farmers registered under the Federal Government Padi Fertiliser Scheme (SBPKP) for the current planting season, with priority given to the first planting season of 2026.
“Under this implementation, farmers will receive a one-off advance payment of RM200 per hectare before or during ploughing activities.
“The remaining RM100 per hectare will be paid after ploughing work has been completed and verified by the relevant agencies,” the ministry said.
KPKM explained that the payments will be channelled directly into registered farmers’ bank accounts to ensure a faster and more efficient disbursement process.
However, cash payments through Area Farmers’ Organisation (PPK) offices will also remain available in selected situations where necessary.
The ministry said the initiative is expected to strengthen the financial position of paddy farmers by improving short-term cash flow and allowing earlier preparation for the planting season.
According to the statement, the programme also reflects the Madani Government’s commitment to listening to farmers’ concerns and understanding the challenges faced by the agricultural community on the ground.
“The Madani Government remains committed to strengthening the nation’s food security agenda through continuous support for the paddy farming sector and the welfare of paddy farmers nationwide,” the ministry added.
KPKM further clarified that incentive rates for farmers in Sabah and Sarawak will remain unchanged because farmers in both states continue to receive diesel subsidies.
The early payment initiative is seen as part of broader government efforts to help farmers manage rising operational costs and ongoing uncertainties affecting the agricultural sector, including weather conditions and production expenses.
The move is also expected to provide relief to thousands of paddy farmers in Peninsular Malaysia who require immediate financial support to begin ploughing activities and prepare their fields ahead of the new planting cycle.
