
PH Johor Unveils 10 Election Pledges Featuring Healthcare Protection, Affordable Housing and High-Income Jobs
JOHOR BAHRU, July 4 — Pakatan Harapan (PH) has introduced a wide-ranging election manifesto for the Johor state election, promising expanded healthcare protection, affordable housing, youth development programmes and economic initiatives aimed at creating better-paying jobs across the state.
The coalition’s “Johor Untuk Semua” manifesto outlines 10 key commitments covering healthcare, housing, education, entrepreneurship, employment and transport, with leaders describing the proposals as part of a long-term strategy to improve living standards and strengthen Johor’s economic competitiveness.
Johor Amanah deputy chairman Suhaizan Kaiat said one of the coalition’s flagship proposals is the introduction of the Johor Health Scheme, which would provide eligible recipients with medical protection of up to RM100,000 annually.
He said the programme would also revive the Kad Sihat Johor initiative that was introduced following the 2018 Johor state election, with the expanded scheme expected to benefit around 500,000 residents, particularly those from the B40 and M40 income groups as well as persons with disabilities (PWDs).
Housing forms another major component of the manifesto, with PH pledging to build 80,000 affordable homes over five years.
Under the proposal, approximately 16,000 units would be constructed annually, with priority to be given to young families, local workers and second-generation FELDA settlers seeking home ownership opportunities.
The coalition also proposed a RM8,000 first-home assistance programme for Johor youths, targeting 50,000 young families purchasing their first homes.
Youth empowerment features prominently throughout the manifesto, including plans to establish a RM500 million Johor Youth Fund expected to benefit around 200,000 young people.
According to Suhaizan, the fund would support Premium Technical and Vocational Education and Training (TVET), artificial intelligence, robotics and digital skills programmes, entrepreneurship initiatives and a first-job guarantee programme designed to improve graduate employability.
Education proposals include providing all schools in Johor with high-speed internet access by 2030, while AI laboratories, robotics facilities and digital libraries would be introduced across every district.
PH also pledged stronger collaboration between schools, higher education institutions, TVET providers and industry partners to better align education with labour market requirements.
Meanwhile, Johor DAP secretary Andrew Chen Kah Eng outlined several economic initiatives intended to strengthen the state’s business ecosystem.
These include establishing a RM1 billion fund for small and medium enterprises (SMEs) and entrepreneurs, with the aim of supporting approximately 50,000 businesses.
PH also plans to digitalise 20,000 businesses, expand export assistance programmes targeting ASEAN markets and nurture 10,000 new entrepreneurs during the next five years.
Employment remains another central pillar of the manifesto, with the coalition promising to create 250,000 high-income jobs while raising Johor’s median salary by at least 30 per cent over the same period.
Andrew Chen said PH also intends to equip 10,000 workers with advanced skills in artificial intelligence, data management, automation, smart logistics, advanced manufacturing and modern agriculture to meet future industry demands.
Cross-border mobility also features in the manifesto, with PH pledging to reduce waiting times at Malaysia-Singapore entry points by as much as 50 per cent.
The coalition said this would be achieved through improved transport integration, smarter border management systems and wider adoption of digital technologies.
Plans also include closer integration of the Rapid Transit System (RTS), Electric Train Service (ETS), Bas.My, KTM Komuter Selatan and Johor’s public transport network to create a more efficient cross-border transport system for commuters and businesses.
PH leaders said the manifesto is intended to provide a comprehensive development agenda that combines economic growth with social welfare, positioning Johor as a state capable of delivering broader prosperity while improving opportunities for residents across all districts.
