Zambry Abdul Kadir Refines Policy on Malay, History Requirements for Public University Entry

ARAU, April 26 — Malaysia is refining a proposed policy to require Bahasa Melayu and History as compulsory SPM subjects for students from non-national education streams seeking entry into public universities.

Higher Education Minister Zambry Abdul Kadir said discussions are ongoing to ensure the policy is implemented in a balanced and inclusive manner.

Broad Application Across Education Systems

He noted that the requirement will extend to various non-national curriculum institutions, including international schools, religious schools, Unified Examination Certificate (UEC) pathways and Arabic stream programmes.

The aim is to standardise entry criteria while maintaining fairness across different education systems.

Balancing Reform With Sensitivity

Zambry acknowledged that the issue carries sensitivities, particularly given Malaysia’s diverse education landscape.

He stressed the importance of handling the matter carefully to avoid unintended consequences or disparities.

Avoiding Short-Term Solutions

The government, he said, is committed to developing a long-term framework rather than implementing fragmented or temporary measures.

This approach is intended to ensure sustainability and acceptance across stakeholders.

Strengthening National Language Policy

The proposal also aligns with efforts to reinforce the role of Bahasa Melayu within the national education system, while ensuring consistent academic standards for university admissions.

Discussions Still Ongoing

Although engagement sessions with stakeholders have taken place, technical deliberations are still in progress before a final decision is made.

Inclusive Outcome Expected

Zambry emphasised that the final policy will take into account the interests of all parties, including students, parents and education providers.
