
Malaysia Moves Past FKW Application Delays, Eyes Digital Upgrade to Strengthen Talent Pipeline
PUTRAJAYA, April 19 — The Digital Ministry has confirmed that Malaysia has successfully cleared a backlog of more than 3,600 Foreign Knowledge Worker (FKW) applications, a development expected to ease concerns among industry players and improve the country’s ability to attract global digital talent.
According to the ministry, all pending applications at the Malaysian Digital Economic Corporation (MDEC) level had been processed as of April 15 and have since progressed to the next stage of evaluation. The clearance marks a turning point following weeks of delays that had affected employers and applicants relying on timely approvals.
The ministry acknowledged that the backlog was caused by a combination of operational constraints. Among the key factors were limitations in existing digital systems, which required a significant portion of applications to be handled manually, as well as manpower shortages and a sudden surge in submissions. These challenges created bottlenecks that slowed down processing timelines across several programmes.
The delays extended beyond FKW applications, impacting initiatives designed to support Malaysia’s digital economy. These included the De Rantau Nomad programme, which targets remote digital professionals, and the Malaysia Tech Entrepreneur Programme (MTEP), aimed at attracting foreign tech entrepreneurs to establish businesses in the country.
With the backlog now resolved, MDEC has resumed processing applications under normal operating conditions. However, the ministry stressed that further improvements are necessary to ensure consistent service delivery and prevent similar disruptions in the future.
To address immediate concerns, several interim measures have been rolled out. These include reallocating staff to focus on application processing, restructuring internal workflows to improve efficiency, engaging temporary personnel to handle increased workloads, and enhancing resource allocation. Officials said these steps have already helped accelerate processing times and reduce delays.
Looking ahead, the ministry is targeting full stabilisation of processing operations by the second quarter of 2026. Achieving this milestone is seen as critical to maintaining Malaysia’s competitiveness as a preferred destination for highly skilled digital professionals in the region.
At the same time, the government is pursuing a longer-term solution through the development of a new integrated digital platform. MDEC has begun procuring the system, which will consolidate application processes for FKW, De Rantau Nomad and MTEP into a single, unified platform.
The new system is expected to leverage automation and artificial intelligence technologies to streamline operations. By reducing reliance on manual processing, the platform aims to improve accuracy, shorten processing times, and deliver a more seamless experience for users.
Implementation of the platform will take place in stages. The FKW application module is scheduled to be introduced in the third quarter of 2026, while integration of the remaining programmes is expected to be completed by the end of the first quarter of 2027.
The ministry said these upgrades are essential to support Malaysia’s broader ambitions in the digital economy, particularly as demand for skilled foreign talent continues to grow. Efficient processing systems, it noted, are crucial in ensuring that the country remains competitive in attracting professionals and investors.
Officials also addressed concerns previously raised by industry stakeholders on March 29 regarding revised application guidelines and extended processing timelines. The ministry emphasised that current reforms are designed to rebuild confidence, enhance transparency, and ensure a more reliable system moving forward.
With the backlog cleared and improvements underway, Malaysia is positioning itself to strengthen its digital talent pipeline while ensuring that administrative processes are aligned with the needs of a rapidly evolving technology landscape.
