Malaysia Introduces Four-Tier Plan to Regularise Unregistered Hindu Temples and Protect Religious Harmony

KUALA LUMPUR, Feb 23 — A comprehensive four-tier classification system has been introduced to address the issue of unregistered Hindu temples across Malaysia, marking a major step toward resolving a longstanding concern affecting the Hindu community.

The initiative was approved by the National Hindu Temples Steering Committee during its meeting at the headquarters of Malaysia Hindu Sangam in Petaling Jaya.

The committee said the presence of unregistered temples has become an increasingly significant issue that requires structured and lawful solutions to prevent complications and preserve national harmony.

It stressed that the framework is designed to guide temples toward proper legal recognition rather than automatically granting approval.

Classification system determines legal pathway

Under the framework, temples placed in the green category are those with complete documentation, including official gazette status and legal land ownership.

The yellow category includes temples built on private or designated land but lacking full legal documentation.

The committee will assist these temples in completing the registration and legalisation process.

Temples in the orange category are those located on government, estate, or private land with some form of approval or agreement.

In such cases, efforts may include facilitating land ownership or securing suitable alternative locations.

The red category covers temples without any legal documentation or approval.

Possible solutions include land acquisition or integration with registered temples where appropriate.

Balanced approach protects religious freedom

The committee said the framework aims to ensure fair and lawful solutions while safeguarding religious rights.

Legal, technical, and religious guidance will also be provided to support the process.

Government engagement and nationwide participation ongoing

The committee plans to engage Prime Minister Anwar Ibrahim and relevant ministries to strengthen coordination.

Around 450 temples have already responded to the nationwide survey.

All temples are encouraged to participate to ensure an organised and effective resolution.

The initiative represents a key effort to ensure religious harmony and long-term social stability in Malaysia.
