DBKL Clarifies Action on Unlicensed Street Photographers, Emphasises Safety Over Restriction

KUALA LUMPUR: Kuala Lumpur City Hall (DBKL) has reiterated that its enforcement against unlicensed street photographers is aimed at maintaining public safety and order, rather than limiting individuals’ ability to earn an income.

DBKL said unregulated photography services in public spaces can lead to discomfort among visitors, disrupt the environment and pose potential safety risks if left unmanaged.

The authority noted that operations such as ‘Op Lens’ are part of broader efforts to ensure the capital remains orderly, safe and welcoming, especially in high-traffic tourist areas.

“While some may aim to capture meaningful moments, unregulated activities can create disturbances and unwanted situations in public spaces,” the statement said.

DBKL stressed that busy areas such as KLCC and the city centre must be closely monitored to ensure they remain safe, comfortable and well-managed.

Compliance Key to Preserving City Image

The city authority added that Kuala Lumpur’s reputation as a harmonious and liveable city depends on compliance with regulations and responsible behaviour in public areas.

It emphasised that maintaining the city’s image is a shared responsibility, including individuals conducting business in public spaces.

“Kuala Lumpur represents the nation and shapes the experience of every visitor. Everyone has a role to play,” the statement said.

Earlier, unlicensed street photographers had been warned to cease operations in key tourist locations following public complaints.

On April 6, the government decided not to issue special permits for unofficial photography services at major tourist hotspots.

The move aims to strengthen regulation of public activities and prevent issues that could affect safety and public order.

Overall, DBKL’s approach reflects a balance between enabling economic activity and ensuring a safe, orderly and comfortable environment for all.
