
CIDB Appoints Ahmad Farrin Mokhtar as New Chief Executive
PETALING JAYA: The Construction Industry Development Board Malaysia (CIDB) has appointed Sr Ahmad Farrin Mokhtar as its new chief executive, effective June 8, marking a new chapter in the agency’s leadership as it continues to drive the transformation of Malaysia’s construction sector.
Ahmad Farrin succeeds Zainora Zainal, who retired on January 15 after reaching the mandatory retirement age.
In a statement, CIDB said the appointment letter was officially presented by Works Minister Datuk Seri Alexander Nanta Linggi at the ministry’s office.
The agency described Ahmad Farrin as a seasoned leader with extensive experience, having served CIDB for 25 years in various strategic positions.
Prior to his appointment, he was the Senior General Manager of the Contractor and Construction Personnel Development Sector, overseeing initiatives aimed at strengthening contractor capabilities and enhancing workforce development within the construction industry.
“Ahmad Farrin has served CIDB for 25 years and possesses extensive experience across a wide range of responsibilities.
“He previously held the position of Senior General Manager of the Policy and Corporate Sector and also served as CIDB state director for Johor and Terengganu,” the statement said.
Throughout his career with CIDB, Ahmad Farrin has been involved in numerous areas crucial to the growth of Malaysia’s construction industry.
These include policy development, corporate management, enforcement, business development, international relations and initiatives aimed at enhancing industry capacity and competitiveness.
His broad experience is expected to strengthen CIDB’s role as the lead agency responsible for shaping the future of Malaysia’s construction ecosystem, particularly at a time when the industry is undergoing rapid technological and structural changes.
CIDB noted that Ahmad Farrin played a key role in developing several strategic plans that continue to guide the industry’s long-term direction.
Among them is the CIDB Strategic Plan 2021-2025, which focuses on transforming the industry through technology adoption, productivity enhancement and human capital development.
He was also actively involved in implementing programmes under the National Construction Policy (NCP) 2030 spearheaded by the Ministry of Works.
The policy aims to build a more resilient, innovative and sustainable construction industry capable of competing at the international level.
Industry observers view Ahmad Farrin’s appointment as timely, given the construction sector’s growing importance in driving Malaysia’s economic development.
With his extensive experience in both policy-making and operational management, he is expected to continue CIDB’s transformation agenda while ensuring the industry remains competitive, sustainable and prepared for future challenges.
The appointment is also seen as recognition of his long-standing contributions and leadership within the organisation, as CIDB enters a new phase focused on innovation, sustainability and strengthening Malaysia’s position in the global construction industry.
