
Ayob Khan Assures Transparency, Says No Attempt to Conceal Kulim Arrest Incident
GEORGE TOWN: Malaysia’s top police leadership has reiterated its commitment to accountability following a viral arrest incident in Kedah, with Ayob Khan Mydin Pitchay pledging that no misconduct within the force will be concealed.
The assurance comes after widespread circulation of a video showing a forceful arrest in Kulim, where a police officer was seen pulling a man off a motorcycle and stepping on his head, prompting public concern over the use of force.
Ayob Khan confirmed that the authorities have initiated two concurrent investigations into the case — a criminal probe and an internal disciplinary review — aimed at ensuring that all aspects of the incident are thoroughly examined.
“We will not compromise when it comes to misconduct. If any wrongdoing is established, appropriate action will be taken, and the findings will be made known,” he said when addressing the media after attending a crime awareness and public safety forum.
Comprehensive investigations in progress
The criminal inquiry is being carried out under Section 323 of the Penal Code for voluntarily causing hurt, as well as Section 427 for mischief. In parallel, an internal investigation is underway to determine whether any breaches of police conduct or standard procedures occurred.
Ayob Khan emphasised that both processes require careful evaluation, noting that conclusions will only be drawn after a complete review of evidence and testimonies.
Debate over proportional use of force
The incident has sparked renewed discussion about the appropriate level of force during law enforcement operations. Addressing this, Ayob Khan explained that while officers are trained to apply minimal force, the actual level used may vary depending on the situation.
He acknowledged that law enforcement scenarios often involve dynamic conditions, where officers must respond to resistance or potential threats in real time.
“There are instances where a higher degree of force may be necessary, especially if the suspect resists or endangers officers,” he said, adding that such situations require balanced judgment.

According to earlier police statements, the suspect had allegedly resisted arrest during a crime prevention patrol. He was said to have kicked a police motorcycle and attempted to flee before being located at a motorcycle accessories shop.
During the arrest, officers reportedly discovered two plastic packets suspected to contain ketum in the suspect’s possession.
These findings have added further complexity to the case, as investigators assess both the circumstances of the arrest and the conduct of the officers involved.
