Anwar Reaffirms Federal Commitment to Sabah’s 40% Revenue Entitlement

KOTA KINABALU – Prime Minister Anwar Ibrahim has reiterated the federal government’s firm commitment to honour Sabah’s entitlement to 40 per cent of revenue as stipulated under the Malaysia Agreement 1963.

He stressed that the Madani administration recognises the claim as a final matter and has no intention of appealing the decision.

However, Anwar said detailed discussions remain necessary to ensure the implementation of the entitlement is carried out effectively and in a manner that benefits the people of Sabah.

“The federal government is not appealing the 40 per cent revenue decision. That matter is final,” he said.

He added that the government has repeatedly provided clear assurances regarding the issue both in Cabinet discussions and in Parliament.

Firm Policy Decision

Anwar, who also serves as Finance Minister, emphasised that the commitment represents a policy decision made by the government and will not be renegotiated.

According to him, the administration is determined to honour the promise in order to respect the original agreements made during the formation of Malaysia.

“I have made it clear in Cabinet and in Parliament — there will be no negotiations. We are committed to fulfilling Sabah’s 40 per cent revenue entitlement to its people,” he said.

He made the remarks while speaking at a state-level breaking-of-fast event under the Madani 2026 programme held at Universiti Malaysia Sabah.

MA63 Rights Remain Key Issue

The issue of revenue sharing forms an important part of the Malaysia Agreement 1963, which outlines several special rights and arrangements granted to Sabah and Sarawak during the formation of Malaysia.

In recent years, the matter has been widely discussed between the Sabah state government and the federal administration as both sides seek a practical approach to implementing the agreement.

Anwar emphasised that the federal government respects the provisions of MA63 and remains committed to ensuring that they are implemented fairly.

He added that fulfilling these commitments is also crucial for strengthening relations between the federal government and Sabah.

Focus on Development and Welfare

The prime minister said the implementation of Sabah’s 40 per cent revenue entitlement is intended to support the state’s development and improve the well-being of its people.

He noted that the government aims to ensure the entitlement is delivered transparently while contributing positively to Sabah’s economic progress and social welfare.
