
DBKL says removal of Bukit Bintang outreach tent carried out legally to protect public access
KUALA LUMPUR, Feb 18 — Kuala Lumpur City Hall (DBKL) has clarified that its enforcement action to dismantle a street outreach tent along Jalan Bukit Bintang was conducted in accordance with the law after the structure was found obstructing a public pedestrian walkway.
According to DBKL, the tent had been set up in front of the Yayasan Selangor Building, an area known for its heavy pedestrian traffic due to its location in one of Kuala Lumpur’s busiest commercial and tourism districts.
In a statement, the city authority said enforcement officers were deployed to the site to assess the situation and seek clarification from the individuals responsible for the installation.
However, no representatives came forward to engage with the officers or provide any explanation despite waiting at the location for more than 30 minutes.
As a result, DBKL proceeded to dismantle the tent and remove the associated materials, which were then relocated to a designated storage facility in line with enforcement procedures and legal requirements.
The authority emphasised that the action was not intended to restrict religious outreach activities, but rather to ensure that any activities conducted in public spaces comply with established regulations and do not disrupt public access.
DBKL noted that public walkways must remain clear and accessible at all times, particularly in high-traffic areas such as Bukit Bintang, where large numbers of pedestrians rely on safe and unobstructed movement.
“All enforcement actions are carried out professionally, responsibly, and in accordance with applicable laws,” the statement said.
It added that maintaining public safety, ensuring smooth pedestrian flow, and preserving order in public areas are among the key responsibilities of the city authority.
DBKL also said it plans to hold discussions with the Multiracial Reverted Muslims (MRM) group, which was linked to the outreach tent, to explore a more suitable arrangement moving forward.
The city authority said such engagement is important to ensure that similar activities can be conducted in compliance with regulations and without affecting public convenience.
The enforcement action had earlier attracted attention after some individuals questioned DBKL’s decision, particularly in relation to religious outreach activities.
However, DBKL reiterated that its actions were based solely on regulatory considerations and were necessary to ensure that public spaces remain safe, orderly, and accessible to everyone.
