
Teraju Moved Under Prime Minister’s Department to Strengthen Bumiputera Development Agenda
PETALING JAYA: The government has decided to place the Bumiputera Agenda Steering Unit (Teraju) under the Prime Minister’s Department (PMD), a move aimed at strengthening coordination and monitoring of Bumiputera development programmes nationwide.
Prime Minister Datuk Seri Anwar Ibrahim said the decision was agreed upon during the Bumiputera Economic Council (MEB) meeting chaired by him today.
According to Anwar, the restructuring is intended to enhance oversight of Bumiputera development initiatives, particularly programmes implemented under the Bumiputera Economic Transformation Plan 2035 (PuTERA35).
“The transfer of Teraju to the Prime Minister’s Department is part of our efforts to strengthen monitoring and accelerate the implementation of the Bumiputera development agenda.
“It is also a continuation of the government’s broader initiative to empower Bumiputera institutions,” he said in a Facebook post today.
The Prime Minister explained that the move follows earlier efforts to consolidate key Bumiputera-related institutions, including Pelaburan Hartanah Bumiputera (PHB) and Ekuiti Nasional Berhad (Ekuinas), under Yayasan Pelaburan Bumiputra (YPB).
He said the consolidation is intended to create a more integrated and efficient ecosystem for Bumiputera economic development.
Anwar noted that the implementation of PuTERA35 has so far shown encouraging progress, with the overall achievement rate reaching 64.6 per cent.
Out of 493 programmes planned under the long-term blueprint, 160 have already been successfully implemented.
“This progress reflects the Madani Government’s continuous commitment to ensuring that the Bumiputera development agenda produces tangible outcomes and delivers direct benefits to the people,” he said.
During the meeting, council members were also briefed on the contributions of Government-Linked Investment Companies (GLICs) and Government-Linked Companies (GLCs) towards Bumiputera economic participation.
According to Anwar, GLICs and GLCs spent RM49.2 billion last year, mainly through procurement activities involving Bumiputera vendors and suppliers.
He said the figure demonstrated continued confidence in the capabilities of Bumiputera entrepreneurs and businesses.
At the same time, GLIC investment commitments in Bumiputera businesses have been increased to RM2 billion for 2026, up from RM1.3 billion in the previous year.
The increase includes investments through the Larian Ganti Bumiputera initiative, which seeks to expand access to financing and investment opportunities for Bumiputera entrepreneurs at different stages of business growth.
Anwar also announced that Khazanah Nasional Berhad will launch the Dana Ciptawan fund with an allocation of RM200 million.
The fund is aimed at supporting Bumiputera mid-tier companies by helping them scale up operations, strengthen competitiveness and expand into broader markets.
“This fund will assist high-potential Bumiputera companies to grow further and compete more effectively at both the national and international levels,” he said.
In addition, the Prime Minister said the meeting reviewed resolutions from the Bumiputera Education Congress 2026 held on May 1.
Among the proposals being considered is the establishment of a National Tahfiz Council to strengthen education and human capital development among Bumiputeras.
Anwar said the government would carefully evaluate all strategic recommendations to ensure education and human capital policies are implemented in a more comprehensive, structured and effective manner.
