Malaysia Considers Digital Hiring Platform to Streamline Foreign Worker Recruitment
KUALA LUMPUR, April 17 – Malaysia is exploring a shift toward a more streamlined and transparent system for hiring foreign workers, with a new digital platform potentially reducing reliance on intermediaries.
Human Resources Minister R. Ramanan said there are currently no major concerns about adopting the system developed by Bestinet Sdn Bhd.
Move Toward Digital Integration
The proposed Universal Recruitment Advanced Platform (Turap) is designed to centralise the hiring process through an online portal.
Employers would be able to register and source workers directly through the system.
Reducing Dependence on Middlemen
A key objective is to eliminate or minimise the role of recruitment agents, who have traditionally been part of the hiring process.
Their involvement has often been linked to higher costs and inefficiencies.
Improving Transparency and Efficiency
By digitising the process, the government aims to make recruitment more transparent and cost-effective.
Direct engagement between employers and labour sources could simplify procedures.
Ongoing Policy Discussions
Ramanan noted that discussions are still underway to determine how the system will be implemented.
A proposal will be submitted to the Cabinet once details are finalised.
Building on Existing Infrastructure
Bestinet has previously developed systems used in managing foreign workers, providing a foundation for further innovation.
Potential Impact on Labour Market
If introduced, the platform could reshape how foreign labour is managed, particularly in sectors heavily reliant on such workers.
Implementation Challenges
Adopting a new system will require coordination across multiple stakeholders, including employers and government agencies.
A Step Toward Modern Workforce Management
The initiative reflects a broader push toward digital transformation in labour management, aligning with global trends in workforce administration.
