Social media platform licensing code of conduct announced at the end of this month – Fahmi Fadzil

KUALA LUMPUR: The code of conduct for the licensing of social media platform providers will be announced by the end of October at the latest, said Communications Minister Fahmi Fadzil.

He said the preparation of the draft code of conduct is being worked on by the Communications and Multimedia Commission (MCMC).

“This conduct is intended to be scrutinized by social media platforms within two months as a guideline before registering for licensing.

“It is so that they understand their duties and responsibilities to Malaysians who use their platform,” he told reporters when meeting after attending the recording of the “Mental Health Awareness Campaign Podcast” organized by Suria KLCC here today.

MCMC previously informed all social media and internet messaging services that currently have at least eight million registered users in the country that they need to apply for an Application Service Provision Class License under the Communications and Multimedia Act 1998 (Act 588).

The measure will be enforced from 1 January 2025.

Asked about the content of the code of conduct, Fahmi said he had not been informed by the MCMC regarding the matter but explained that the code will change with the passage of time and the development of the media platforms that will be licensed.

Meanwhile, he said several new acts will also be enacted, such as the Online Security Act, which will be managed by the Minister in the Prime Minister’s Department (Legal and Institutional Reform), Datuk Seri Azalina Othman.

He said that media platforms currently do not allow the involvement of children, but if seen, it is not implemented well because there is no cooperation with enforcement agencies such as the Royal Malaysian Police (PDRM).

Thus, Fahmi said that with the existence of a framework or when this social media is licensed, cooperation with the PDRM and lawyers will be better.
