A Bangladeshi man was accused of dragging a cat while riding a motorcycle
SHAH ALAM: A Bangladeshi cleaning worker pleaded not guilty in the Sessions Court here today to the charge of causing pain to a cat.
Monotosh, 41, as Orang Kena Saman (OKS), was charged together with another individual for cruelly dragging an adult cat tied with a leash on the road while riding a motorcycle, causing pain to the animal.
He was accused of committing the offense around the Section 31 housing area here on Sept 7 last according to Section 29(1)(e) of the Animal Welfare Act 2015 and can be punished under Section 29(1) of the act read together with Section 34 of the Penal Code.
If convicted, can be fined a minimum of RM20,000 and a maximum of RM100,000 or imprisonment for up to three years or both.
Selangor Veterinary Services Department Prosecuting Officer Mohd Sharif Sabran suggested RM20,000 bail with one surety other than Monotosh having to surrender his passport to the court.
Lawyer K Ragia Sri Devi, who represented OKS, asked for a minimum bail, taking into account that her client needs to support his family in his home country with a salary of RM1,500 and does not have any immediate family in Malaysia to help raise the high bail amount.
“After all, the passport has also been requested to be handed over to the court and my client has not run away from any case and he has cooperated from day one, I hope the court can consider reducing the bail to an appropriate amount,” he said.
The court allowed the accused to be bailed at RM13,000 with one surety and ordered Monotosh to hand over his international passport to the court in addition to reporting to the nearest police station every month until the case is resolved.
The mention of the case is set for Nov 4.
Earlier, the court also granted Mohd Sharif’s application to issue an arrest warrant against a foreign national who should have been charged with Monotosh today but failed to appear in court.
