Malaysia Launches World’s First Muslim-Friendly Spa Guidelines to Expand Halal Tourism Ecosystem

PETALING JAYA — Malaysia has strengthened its global leadership in halal tourism by introducing the world’s first Muslim-friendly spa guidelines, marking a significant expansion of the Muslim-friendly tourism concept into the wellness and spa industry.

The initiative was formalised through a memorandum of understanding signed between the Islamic Tourism Centre (ITC) and the Association of Malaysian Spas (AMSPA).

The agreement was signed during the prestigious international travel exhibition ITB Berlin held in Berlin, Germany.

The ceremony was witnessed by Malaysia’s Minister of Tourism, Arts and Culture, Tiong King Sing, who described the initiative as an important step in expanding Malaysia’s tourism offerings.

He noted that the global wellness tourism sector continues to grow rapidly and presents strong opportunities for Malaysia to attract a larger number of international travellers, particularly from Muslim-majority markets.

The memorandum was signed by ITC Director-General Mohammad Faisal Abu Suaib Khan and AMSPA President Selinastein Mohd Rashid.

Also present at the event were Malaysia’s Ambassador to Germany Mohamad Razdan Jamil and the Director-General of Tourism Malaysia, Mohd Amirul Rizal Abdul Rahim.

Developing Muslim-friendly wellness services

Under the collaboration, ITC will introduce comprehensive guidelines and training programmes on Muslim-friendly spa services to approximately 100 spa operators who are members of AMSPA.

The programme includes specialised training modules, industry capacity-building initiatives and a formal recognition framework for spa operators who comply with the required standards.

This initiative aims to enhance the professionalism of Malaysia’s spa industry while ensuring that services offered meet the expectations and needs of Muslim travellers worldwide.

The programme is also seen as a strategic move to position Malaysia as a global reference point in the development of Muslim-friendly tourism standards.

Guidelines based on international halal standards

The Muslim-friendly spa guidelines were developed through collaboration between ITC, AMSPA and Universiti Sains Islam Malaysia (USIM).

The framework was designed to ensure compliance with Shariah principles while maintaining internationally recognised spa industry standards.

In addition, the guidelines were developed with reference to halal spa standards established by the Standards and Metrology Institute for Islamic Countries (SMIIC), which operates under the Organisation of Islamic Cooperation (OIC).

These international standards serve as a benchmark to strengthen consumer confidence among Muslim travellers seeking halal-compliant wellness services.

The initiative also forms part of Malaysia’s broader Muslim-Friendly Tourism and Hospitality Assurance and Recognition (MFAR) programme.

MFAR provides recognition to tourism products and services that meet the specific requirements of Muslim travellers, including accommodation providers, tour operators and related tourism services.

Boosting tourism competitiveness

Industry observers believe the introduction of Muslim-friendly spa standards comes at an opportune time as Malaysia prepares to enhance its tourism sector ahead of the upcoming Visit Malaysia Year.

By integrating wellness services into its Muslim-friendly tourism ecosystem, Malaysia aims to offer a more comprehensive travel experience to Muslim visitors.

The initiative is also expected to create new opportunities for Malaysian spa operators to tap into the rapidly expanding global halal tourism market.

The signing ceremony in Berlin sends a strong signal to international tourism stakeholders that Muslim-friendly service standards are becoming increasingly significant in the global tourism industry.

Through this initiative, Malaysia continues to strengthen its position not only as a leading tourism destination but also as a global hub for the development of tourism standards tailored to Muslim travellers.
